There are a few aspects to this story that haven't been explored yet. It seems that the person in question was already known to the law (arrested several times for violent crimes). Surely no reasonable person would suggest that this person merited any protection under SF's sanctuary policies. I'm not interested in this country becoming any more a police state than it presently is, but the SF authorities should have put this person on the road to deportation after the first violent offense.
And it should be made more straightforward to legally immigrate to this country, because there's no real point in having laws unless you mean them.
